FC RENEWAL SINGAPORE

SINGAPORE FC RENEWAL GUIDE

Fire Certificate renewal in Singapore: process, deadlines and annual duties.

A straightforward explanation for building owners, MCST council members, managing agents and facility managers.

1. What is a Fire Certificate?

A Fire Certificate (FC) is required for premises that fall within the criteria set by the Fire Safety Act. The FC scheme is intended to ensure that relevant fire safety systems are properly maintained and in good working condition. Not every building is subject to the same criteria, so confirm applicability against SCDF’s official guidance.

2. When must the renewal be submitted?

SCDF states that an application to renew an existing Fire Certificate must be submitted at least two months before the FC expires. This is the statutory planning deadline stated by SCDF. Operationally, building teams should begin earlier to allow time for inspection arrangements, access coordination, documentation and rectification of any issues found.

3. What changed on 1 April 2026?

For Fire Certificates with validity start dates from 1 April 2026 onwards, SCDF states that the validity period is 36 months unless otherwise stated. This changes the renewal cycle, but it does not remove the need for annual inspection and certification obligations.

4. Do buildings still need annual inspections?

Yes. SCDF states that owners or occupiers must continue to engage a Professional Engineer as necessary to conduct annual inspections of fire safety systems and submit the required FC form certifying that the systems are in good working condition. SCDF may conduct audits during the validity period, including non-renewal years.

5. What should a building team prepare?

6. Who carries out inspections and submissions?

SCDF’s guidance states that the owner or occupier must engage a Professional Engineer and contractor to inspect the fire safety systems. The specific professional category and scope depend on the systems involved. The owner or occupier remains responsible for ensuring the premises has a valid FC. Confirm the appropriate appointments and responsibilities for the building.

7. What happens if defects are found?

Where non-compliances are observed, affected fire safety systems may need to be rectified before the Fire Certificate can be obtained. The building team should clarify the finding, responsible party, corrective action and closure evidence with the appointed professionals and contractors.
